Fiscal Court Hires New Restricted Custody Head

The Adair County Fiscal Court met Tuesday night and officially replaced former restricted custody director Tim Bradshaw and hired another deputy jailer for the facility.

On the recommendation of Adair County Judge Executive Ann Melton the fiscal court hired Dennis Selby to replace Bradshaw as the director of the restricted custody facility at a rate of $9 per hour.

Selby had been a deputy jailer and was promoted to the position leaving a vacancy for a deputy jailer.

As a result the court also hired Darrell Absher as a temporary full-time deputy jailer at a rate of $7.50 per hour.

Melton also informed the court that the county website is now operational on the Kentucky.Gov server.

The web site offers information about the county government, county boards and county services and is linked with the State of Kentucky web service.

Adair County Emergency Management Director Greg Thomas updated the court on the progress of the Adair County Search and Rescue hiring process, which according to Thomas is almost complete.

However according to Thomas, due to the hold on the sale of the former rescue squad’s assets by Kentucky Attorney General Greg Stumbo, the status of the rescue equipment is still unclear.

Thomas also stated that the Office of Emergency Management is applying for grants to purchase and install 12 early detection and warning sirens that will be placed throughout the county through Homeland Security. 

Lennon Stone of the Adair County Water District also addressed the court about the progress of the new water treatment facility and the current water status throughout the county. Stone informed the board that the new facility should be fully operational by mid September of this year and the county will no longer have to purchase water from surrounding counties to meet the demands needed.

However Stone also said that due to the cost of the new facility water rates will increase approximately one-dollar.

The fiscal court also approved a court order to pay $7,000 for the cops in schools program for the Adair County School system.

Originally the amount was $14,000 for two officers who would be provided through the county but after research about jurisdiction the Columbia Police Department provided the officer and pay the insurance benefits while the school board pays the salary.

According to Melton the $7,000 would go to the school board to pay some of the salary for the officer.

The fiscal court award contracts for several items during Tuesday night’s meeting including Hudson Materials Company for crude oil, Gaddie Shamrock for crushed stone and liquid asphalt, Miller Pest Control for all county buildings, Columbia Pharmacy for jail prescriptions and Lisa Smith Roy as the new payroll service.

Adair County residents will have to watch their speed in several areas after the court held the second readings to reduce the speed limit on 4 roadways.

Billy Sullivan Road and Rob Smith Road are now 25 mph and Casey Creek Road and Sandlick Road are now 35 mph.

The court also voted to hire Susan Webster as a part-time employee at the Green River Animal Shelter at a rate of $5.50.

According to Melton Webster is being hire on a permanent basis and will be replacing an employee who is on family medical leave.

Melton also asked the court to approve a resolution to amend necessary federal regulations to allow federal financial participation for medical benefits of incarcerated individuals until convicted and sentenced.  

According to Melton the county is not currently participating in the program.

The Court also appointed Barry Corbin as the county treasurer for the next four-years and also appointed Dale Hayes to the Board of Assessment Appeals and David Hutchinson to the Extension Board for the resigned Jeff Biggs.

A.L. Sinclair, Solid Waste and PRIDE Coordinator, informed the board that the inmates had cleaned 79 miles of roadway, collected 484 bags of trash and clean up and illegal dump site during the month of May.
